  9.    Most loon problems are really people problems. Some, like 
  10. chemical contamination, or excessive gull and raccoon populations, 
  11. are camouflaged and removed by a layer or two from the core of 
  12. loon problemsmhuman ignorance and apathy. Other loon problems 
  13. are all too visible: a loon with gunshot wounds, a loon with a hook 
  14. deeply embedded in its gullet because a "sportsman" left a minnow 
  15. unattended for hours, a loon entangled and immobilized by a plastic 
  16. six-pack holder, a loon found dead from internal bleeding, the result 
  17. of a let's-run-down-the-loon joyride. While all of these problems are 
  18. real, they are fortunately rare. Aggressive public education efforts in 
  19. most states have eliminated or at least reduced these excesses, but 
  20. the quiet problems remain, like the nature photographer who must 
  21. get a nesting loon shot and needs twelve attempts before getting the 
  22. focus perfect.
